We have a hands-off policy with many things having to do with the evolution of your society. However, one of the things about the crossing of the threshold, as you say, of your collective consciousness in this 2012 date that you're all, all now a buzzabout, is the idea that the crossing of that threshold is also the end of that quarantine.
It doesn't mean that spaceships will be landing everywhere the next day. That's not what it means. However, what it means is that our laws will no longer prevent us from interacting with you.
